INTRODUCTION
Pursuant to Article 12, Paragraph 1 of the Public Roads Act („Narodne Novine Gazette“, No. 180/04, 82/06, 138/06, 152/08, 146/08, 38/09, 124/09, 153/09 and 73/10) the Public Roads Construction and Maintenance Programme for a four-year period is passed by the Government of the Republic of Croatia at the proposal of the Ministry of the Sea, Transport and Infrastructure. Further to the determined four-year programme Hrvatske Autoceste d.o.o. with the consent of the Government of the Republic of Croatia issue operating plans of construction and maintenance of motorways.
The Government of the Republic of Croatia passed three four-year programmes of public roads construction and maintenance for the periods between 2001 and 2004, 2005 and 2008, and for the 2009 and 2012 period. The Government adopted the Programme for the 2009 to 2012 Period on its session held on December 3, 2009 (NN No. 147/09).
In 2011 the company plans to invest HRK 2,038,021,000 in motorway construction which is HRK 1,229,521,000 more than originally foreseen by the Government Programme for 2011. The planned increase is based on:
-
Financing a part of motorway network on Vc corridor by the northern and southern border of B&H that is financed out of the the loan of the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD)
-
The results of capital market research – realistic prospects for financing the construction of Drava Bridge out of favourable long-term loans,
-
Reassignment of unrealised investment from the previous period in 2011.
The motorway maintenance and construction plan for 2011 foresees:
-
activities within motorway construction with most of the works taking place on routes Zagreb – Sisak and Split – Ploče
-
opening to traffic of further 22 km of motorways: 10 km on the Zagreb to Sisak motorway section Jakuševac – Velika Gorica (South), 10 km long section between Ravča and Vrgorac and 2 km on the route between B&H border and Metković
-
works on periodic maintenance, reconstruction of pavement and pertaining structures, traffic sign-work, service areas and maintenance and traffic control centres
-
works within routine motorway maintenance
The periodic and routine maintenance activities planned for 2011 will be performed on the motorways that are in traffic and by the end of the year this will include 880 km of motorways.
Investment in motorway construction and maintenance is planned per types and values:

MOTORWAY MAINTENANCE PLAN
Periodic maintenance plan
The periodic maintenance activities on motorways are very complex considering that they require considerable investment and previous planning and preparation.
Periodic maintenance includes periodic works that require engineering documents and which are performed to improve the condition of some elements on the motorway, to ensure greater safety, stability and durability of motorways and structures
The periodic maintenance activities in 2011 are planned in line with technical-technological, legal, environmental but also financial requirements.
HRK 150,000,000 shall be invested in periodic motorway maintenance in 2011.
The total investment in periodic maintenance per routes in 2011 is shown in the following table:
