Who is exempt from toll charges?

Vehicles exempt from toll charges

The right for the free use of motorways is obtained based on positive regulations of the Republic of Croatia and the decisions brought by the Management Board of Hrvatske Autoceste d.o.o.

  1. Vehicles in the possession of disabled persons
  2. Vehicles with the right of passage
  3. Company cars of HAC

 

1. With the Act on Amendments and Modifications of the Public Roads Act (NN 73/2010, of June 14, 2010) that entered into force on June 22, 2010 the requirements for obtaining the right for the toll exemption were changed. According to the amended Article 63.a of the Public Roads Act only the persons with established physical impairment resulting in disability of lower extremities of 80% or higher and Croatian Homeland War invalids with 100% disability and it refers only to one passenger car in their ownership, that is the car that they use based on the Leasing Agreement.

With the date of entering into force of the new Act the Smart card for the free of charge use of motorways is no longer valid.
As of June 29, 2010 Hrvatske Autoceste started extending Smart Cards for the free of charge use of motorways.

To be able to extend SMART cards for further free use of motorways in addition to new legal requirements the following documents are necessary:

  • the disability certificate (original or a copy certified by a notary public – evidencing the disability of lower extremities of 80% or more percent)
  • a copy of the certificate of title to a motor vehicle
  • a copy of the registration card
  • a copy of the ID card

If the percentage stated in your certificate of disability does not comply with the prescribed requirements we suggest you to come to our office at Lucko after the date of entering into force of the relevant regulation (that will be published in Narodne Novine which is expected with the entering into force of the relevant Act in early July 2010) at Jadranska avenija 6, work day (from Monday to Friday) during business hours from 8 am to 4 pm and to bring the following documents:

  • the disability certificate (original or a copy certified by a notary public)
  • a copy of the certificate of title to a motor vehicle
  • a copy of the registration card
  • a copy of the ID card

If the said certificate does not show clearly if the existing physical impairment has as a result disability of lower extremities of 80% or higher, please submit as an original or a copy certified by a public notary:

  • Findings and the opinion of an authorised expert witness of the Croatian Pension Insurance Institute witnessing that there is a disability of lower extremities of 80% or more;

Or for Croatian Homeland War Invalids

  • Findings and the opinion of the second-instance commission for issuing opinion in accordance with the Act on the Rights of Croatian Homeland War Veterans and the members of their families or the Act on the protection of war invalids i.e. other relevant regulations showing that there is a disability of 80% or more.

In addition to stated papers a 2.5 * 3 cm photograph shall be submitted in order to be able to issue a new smart card. 
The above mentioned documents can be delivered in person or via post to Hrvatske autoceste, Jadranska avenija 6, 10 250 Lucko. The business hours at Lucko location are from Monday to Friday from 8 am to 4 pm.

2. Vehicles with the right of passage in accordance with Article 149 of the Road Safety Act (NN 67/08) which includes emergency vehicles, fire fighting service, police and milicia using light or sound signals.

3. Company cars of HAC for the purpose of technological process of operating and building motorways and vehicles of HAC employees for the purposes of commuting to work in accordance with the decision of the Management Board.
