On larger toll plazas there is at least one separate entry lane which serves for automatic electronic payment. On small lateral toll plazas there are mixed passageways on which the ETC is read by antenna, and on the same passageway it is also possible to use other means of payment. On tracks where there is no external antenna installed on the toll plaza roofs, there is a table antenna placed on the toll teller’s table, with which the teller manually reads/codes the ETC. The table antenna is compact and intended for table usage in closed spaces.

ETC DEVICE PURCHASE
Any legal or natural person can become an ETC device user by signing the application form and paying the ETC device charge, confirming its receipt by signature, and submitting to HAC all the documentation mentioned in the application form. It is possible to obtain the required application form on HAC points-of-sale stated on the official Internet site.
At the moment of signing the application form the user accepts the rights and obligations from the General conditions, and the day of receiving the ETC device is considered as the day of conclusion of the contract on HAC Electronic Toll Collection and the contractual relationship between HAC and the user starts on that day.
The user becomes the owner of the ETC device for a charge which is determined by HAC on the day of signing the contract and which is the component part of ETC General conditions. During the delivery and acceptance of the ETC device with a transponder holder the user pays a charge in the amount of 122.00 HRK and the Toll subscription for each ETC device bought. The minimal amount for a single ETC subscription payment, with a 10 % discount, is 90.00 HRK, which represents the gross toll sum of 100.00 HRK on the user's subscription account.
ETC DEVICE USE
The user is authorized to use the ETC device for toll collection for an indefinite time period.
The ETC device can be used as an electronic medium for toll payment on the following motorways: "Zagreb-Split" motorway, "Zagreb-Rijeka" motorway, "Bregana-Zagreb-Lipovac" motorway, "Zagreb-Varaždin-Goričan" motorway, "Krk Bridge" toll plaza and "Rupa-Rijeka" motorway.
The ETC device user can use one ETC device for more vehicles of the appropriate category. In case the user wants to use the ETC device for more vehicles, he/she is obliged at the moment of ETC device purchase to buy an appropriate number of transponder holders for each vehicle, according to the price established by HAC in the ETC General conditions.
The user is obliged to use the ETC device for toll payment only for the vehicle category quoted in the bill-goods received note. If the ETC device is used to pay tolls for a vehicle of a higher category, HAC shall charge the user with the difference to the full toll amount without a discount for this vehicle category. Also, HAC shall not compensate the overpaid toll amount if the ETC device is used for paying tolls for a vehicle of a lower category.
If the ETC device is used more than three times for paying tolls for vehicles of a larger category than for which the ETC device is registered for, HAC shall be authorized to terminate the contract.
MOTORWAY ENTRANCE
Lanes on small toll plazas equipped with the ETC are the so-called hybrid lanes. When a vehicle equipped with the ETC device approaches the entry hybrid lane, the antenna mounted on the plaza roof detects the ETC device and records the necessary data (time of motorway entrance and entry gate). The card issuer does not issue magnetic stripe cards, and if the magnetic stripe card is already prepared, it is put away in a special container. When a vehicle not equipped with the ETC device approaches the entry hybrid lane or if for some reason the antenna on the roof does not detect the ETC, the card issuer shall issue a card with the data which would otherwise be recorded on the ETC device.
TOLL PAYMENT
Toll payment for vehicles is of the STOP AND GO type.
When the vehicle equipped with the ETC device approaches the exit hybrid lane which is equipped with the ETC system, the antenna on the roof detects the ETC device, reads the stored data, and if the communication is successful, the display shows the category of vehicle, the amount of toll, the means of payment and the balance of account, the gate lifts up and the vehicle leaves the exit lane.
When the vehicle equipped with ETC device approaches, and when it has a right to free passage, the toll teller selects the correct vehicle category, the vehicle equipped with ETC device approaches the exit gate, the ETC antenna reads it and on the toll teller's screen appears the window for the license plate confirmation. When the toll teller selects and confirms the license plate, the gate lifts up and the vehicle leaves the exit lane (if the ETC is correct). The cash desk screen shows the entry toll gate, the price (0.00 HRK) and the message VEHICLE HAC (VOZILO HAC) (police, disabled persons...).
In case when the vehicle which is not equipped with an OBU device approaches the exit hybrid lane, the toll collection will be carried out by some other means of payment.
If the ETC can not be read, i.e. when the external antenna does not recognize the ETC device, the user gives the ETC to the toll teller and then the data from the ETC (ID number) are entered manually.
If the screen shows the message in the black list, it means that the ETC is on the black list and that it does not have the right of passage. In that case, the toll teller must ask the user to provide some other means of payment.
If the screen shows the message that the ETC is incorrect, it means that either that the ETC is incorrect or that it has expired and that it does not have the right of passage. In that case, the toll teller must ask the user to provide other means of payment.
If the user arrives with the ETC which does not contain the entry toll plaza, the screen shows the window for input of the entry toll gate. In that case, the toll teller acts in accordance with the book of regulations concerning the toll collection.
When paying with an OBU, the confirmation of passage is issued exclusively on the user's request, by pressing the push-button on the toll gate, or by asking the toll teller at small toll plazas.
TOLL PAYMENT ON AUTOMATED TOLL COLLECTION LANES
When the vehicle equipped with the ETC device approaches the exit automated lane which is equipped with the ETC system, the antenna on the roof detects the ETC device, reads the stored data, and if the communication is successful, the display shows the vehicle category, the amount of toll, the means of payment and the balance of account, the gate lifts up and the vehicle leaves the exit lane.
In case when a vehicle not equipped with the ETC device approaches the exit automated lane, or when the ETC can not be read, or when the external antenna does not recognize the ETC device, the user calls the shift manager by pressing the push-button and the toll is collected by some other means of payment.
SUPPLEMENTARY PAYMENT AND CHECKING THE BALANCE OF ACCOUNT
It is possible to issue several ETC devices for one subscription account to natural persons, legal persons and traders/craftsmen. Each User who is a natural person, a legal entity or a trader/craftsman can have several subscription accounts, and for each account one or more ETC devices can be issued. Supplementary payment to the Subscription account is possible only on authorized HAC points-of-sale.
Supplementary payment to the subscription account can be performed by order forms (bank transfer) or by cash, namely by single payments with MAESTRO and MASTERCARD cards, or by instalments (1 to 6 instalments with AMEX and DINERS cards).
An the moment of purchase of the ETC device and payment or supplementary payment to the subscription account, HAC immediately issues to the User a receipt which states the amount of charge for the ETC device increased by VAT, and/or the amount of toll as follows: the amount of toll, the amount of discount, the amount of discount with VAT, i.e. the charge. When using the ETC device, the user is charged on the toll gate with the price of service based on the distance travelled on the motorway.
The balance on the subscription account can be momentarily checked on the free telephone line 0800-0422 or on authorized HAC points-of-sale.
For the purpose of providing the users with high quality services and by using the latest technologies, the Croatian Motorways Ltd. is developing the "HAC Toll Collection Portal" on which the users of the Internet will be able to check the balance of their subscription accounts and the travelled sections paid by subscription products, as well as to set the parameters for the ways of informing the users about the incurred costs of subscription products. Moreover, there are plans of introducing the SMS service of supplementary payments to the subscription account where the user will have two service types on disposal by sending the SMS from his/her mobile telephone:
- supplementary payment to the subscription account
- checking the balance of account on his/her subscription account
The speed of implementation of this service depends on the mobile telephone operators who must state their positions on possible limitations in performing payments via mobile telephones (depending on the subscription model or some other limitation).
Until the fifteenth day of the current month, HAC will issue the User an excerpt from the transactions executed to the account for the preceding month.
