On November 15, 2023, the Traffic Privileges Act (nn.hr) entered into force the Traffic Privileges Act Act on Privileges in Traffic (Act on Privileges in Traffic (nn.hr)) entered into force, which regulates the issuance of ID cards for persons with disabilities (ID cards).
The Act regulates issuance of Disability Cards (DC):
National Disability Cards;
European Disability Cards;
European parking cards for persons with disabilities.
Pursuant to the public authority provided by the Traffic Privileges Act the Issuer of DC is the AKD Agency (Agencija za komercijalnu djelatnost proizvodno, uslužno i trgovačko d.o.o.). The information related to the issuance of Disability Cards (DC) is available via website (https://mosi.akd.hr/ )

The first issuance of Disability cards will be carried out by AKD ex officio, i.e. without the need for users to submit a request. The automated system will check information on disability in the Register of Persons with Disabilities, according to the criteria from the Traffic Privileges Act. All persons who exercise the right to Disability Cards will have their DC delivered to their address of residence in the Republic of Croatia.
With the entry into force of the provisions of the “Privileges in Traffic Act“ as of 16 May 2024, the SMART card for disabled persons will no longer constitute a valid means for exemption from motorway toll. The rights based on the aforementioned act can be exercised on the basis of the National ID card for persons with disabilities issued by AKD d.o.o.
